Slavery may have been finally abolished in 1834 but the former slaves could not vote or own land because to do so required a level of income beyond them. It was not until 1942 that ordinary women and men could vote and on the island themselves the planters still were the dominant employers. The West Indies was an essential breeding ground for Merchant Navy men because the choice was field work, the Panama Canal, emigrate to New York or go to sea.
